Transfers section 13-3722 of Arizona Revised Statutes to title 44, chapter 19, article 1 as section 44-6562 and adds new section 44-6563 regarding veterans' organizations solicitation requirements.

Organizations soliciting money or support in the name of American veterans must submit applications to the Department of Veterans' Services including incorporation documents, IRS tax status, five years of IRS filings, and organizational charts identifying all personnel and compensation.

Approved organizations must renew their approval annually every September by submitting updated registration statements, bylaws amendments, annual reports, and organizational charts to the department.

Department of Veterans' Services may reject applications or renewals if organizations spend more than 35 percent on fundraising and administrative costs, hold assets exceeding three times annual expenses, have fewer than five board members, or compensate more than 10 percent of board members or the board chairman or treasurer.

Organizations whose renewal requests are rejected must immediately cease solicitations; organizations failing to submit timely renewals must stop soliciting by October 1st, and violation constitutes an unlawful practice subject to enforcement action.
