Requires employers to provide each employee with at least one 10-minute rest period during every 4 hours of labor, with wages continuing during rest periods.

Exempts locations with only one employee and employees covered under collective bargaining agreements from these requirements.

Allows employers to apply to the Industrial Commission for an exemption based on business necessity, with the Commission conducting a hearing to determine if the exemption should be granted.

Directs the Industrial Commission to adopt rules implementing the exemption process.
