Prohibits accountable health plans from imposing treatment limitations or financial requirements on mental health benefits unless comparable limitations or requirements apply to non-mental health services.

Increases the cost threshold that exempts plans from compliance from one percent to two percent in the first year and one percent in subsequent years.

Includes substance-related disorders within the definition of mental health benefits under the international classification of disease standards.

Defines key terms including "financial requirements" (deductibles, coinsurance, copayments, cost sharing) and "treatment limitations" (frequency, visit limits, duration or scope restrictions).
