Establishes an advisory board for each public university in Arizona to submit written recommendations to the Arizona Board of Regents.

Advisory board members serve eight-year terms beginning and ending on the third Monday in January, consisting of one member appointed by the Senate President, one by the House Speaker, and three by the Governor.

Board members must take an oath of office, receive compensation up to $500 per year for meeting attendance, and have immunity from personal liability for good faith actions taken within their authority.

Requires the Arizona Board of Regents to hold a public hearing and adopt a resolution explaining specific reasons if declining to follow an advisory board's written recommendation.

Sets staggered initial appointment schedules for the first advisory boards, with terms beginning in 2015, 2016, 2017, 2018, and 2019.
