HB 2324 Summary

• Establishes the Grand Canyon Airport Special District as a special purpose district to own and operate the Grand Canyon National Park Airport in Coconino County, effective October 1, 2010.

• Transfers all operations, contracts, property, personnel, and records related to the Grand Canyon National Park Airport from the Department of Transportation to the new special district.

• Grants the special district board (composed of state transportation board members) authority to establish user fees, issue revenue bonds, adopt operating budgets, and manage airport facilities and improvements.

• Requires the special district to adopt an annual operating budget funded by airport user fees and charges, hold public hearings on budget and funding methods, and submit certified annual audit reports to the legislature and governor.

• Removes the Department of Transportation's direct operational responsibility for the airport and replaces it with a dedicated special district governed under Title 48, Chapter 39 of Arizona Revised Statutes.
