Exempts incandescent lightbulbs manufactured commercially or privately in Arizona from federal regulation if they are not exported to another state.

Allows persons to possess, use, manufacture, purchase, install, transport, sell, or internationally export Arizona-manufactured incandescent lightbulbs that remain within the state.

Applies only to lightbulbs manufactured in Arizona from basic materials without significant parts imported from other states.

Permits importation of generic or insignificant parts with other manufacturing applications or basic materials without subjecting the lightbulb to federal regulation.

Based on legislative findings that states retain powers over intrastate commerce under the Ninth and Tenth Amendments to the U.S. Constitution.
