Amends Arizona traffic control device requirements to specify that yellow light duration must be at least three seconds.

Requires all traffic control devices to conform to the manual and specifications prescribed in section 28-641, which now includes the three-second yellow light minimum.

Restricts photo enforcement systems for red light violations to only issue citations when the traffic control device involved conforms to the manual and specifications in section 28-641.

Creates a new statute (28-1203) establishing that photo-detected traffic violations can only result in a ticket if the traffic control device meets prescribed standards.
