Amends Arizona Revised Statutes Section 16-661 to modify automatic recount thresholds for municipal elections.

Establishes a new recount requirement for city, town, and municipal subdivision elections when the margin between top two candidates is less than or equal to one-quarter of one percent of votes cast.

Removes the previous ten-vote threshold for municipal elections and replaces it with the one-quarter percent standard.

Maintains existing recount thresholds for state offices, legislative races, constitutional measures, and special district elections.
