Creates a new crime of evading arrest or detention, defined as intentionally fleeing from a peace officer who is reasonably known to be acting under official authority and attempting to lawfully arrest or detain the person.

Classifies evading arrest or detention as a class 1 misdemeanor, with enhanced penalties for cases involving death or serious bodily injury.

Elevates the offense to a class 2 felony if the evasion results in the death of another person as a direct result of the peace officer's arrest or detention attempt.

Elevates the offense to a class 3 felony if the evasion results in serious bodily injury to another person as a direct result of the peace officer's arrest or detention attempt.

Explicitly excludes cases involving flight in a motor vehicle from the application of this statute.
