Caps noneconomic damages in civil actions at a dollar amount to be specified (left blank in the bill text)

Defines noneconomic damages to include physical pain and suffering, mental/emotional anguish, loss of consortium, disfigurement, physical impairment, loss of companionship, inconvenience, loss of enjoyment of life, and injury to reputation

Excludes punitive damages from the noneconomic damages cap

Requires voter approval of a constitutional amendment repealing Article II, Section 31 and Article XVIII, Section 6 of the Arizona Constitution before the law can take effect
