Removes the requirement that applicants for concealed weapons permits complete an 8-hour firearms safety training course, instead allowing applicants to demonstrate competence through various alternatives including hunter safety courses, military service, NRA courses, or other approved firearms training.

Expands recognition of out-of-state concealed weapon permits by allowing Arizona to recognize permits from other states if the holder is legally present in Arizona and not prohibited from possessing firearms.

Allows persons carrying concealed handguns to carry on premises of on-sale liquor retailers unless the retailer posts a specific warning sign prohibiting firearms.

Establishes that misconduct involving weapons charges related to carrying concealed weapons without required permits are classified as Class 3 misdemeanors (if under 21 years old) or Class 1 misdemeanors (for failing to disclose to law enforcement officers).

Permits law enforcement officers to take temporary custody of firearms during investigatory stops and establishes civil penalties of up to $300 for permit holders who fail to present permits to officers when carrying concealed weapons.
