Amends Arizona Revised Statutes section 41-1235 to modify penalties for false communications to the legislature.

Changes language from "shall be guilty" to "is guilty" for transmitting false, forged, counterfeit or fictitious communications to legislators or legislative committees, maintaining the class 2 misdemeanor classification.

Creates new offense of "impersonating a constituent of a legislator" by pretending to be a constituent and using mail, telephone, email or other means to communicate with a legislator or legislator's assistant with intent to induce reliance on the false representation.

Classifies impersonating a constituent of a legislator as a class 2 misdemeanor.
