Authorizes the Arizona Department of Corrections director to assign eligible prisoners to hard labor work assignments in outdoor environments for purposes other than recreation or amusement.

Provides prisoners engaged in hard labor work assignments one earned release credit day for every three days of labor performed, in addition to standard earned release credits.

Restricts hard labor eligibility to prisoners convicted of Class 4, 5, or 6 felonies that are not violent crimes, dangerous crimes against children, or sexual offenses, and who are in the eligible earned release credit class.

Clarifies that prisoners assigned to hard labor are not considered employees and have no employee-employer relationship with the state or Department of Corrections, and are not entitled to compensation under existing law.

Ensures hard labor assignments are commensurate with prisoners' physical and mental health conditions and do not threaten safety or security of the public, institution, or prisoner.
