Establishes green building standards requiring public agencies, school districts receiving state funding, and private entities receiving 50% state funding to design, construct, and maintain major facility projects (over 5,000 square feet) to at least LEED Silver level or equivalent certification.

Creates state energy office programs to allocate American Recovery and Reinvestment Act (ARRA) federal recovery funding for energy efficiency improvements in local government, school district, and state buildings, prioritizing cost-effectiveness and job creation.

Authorizes cities and towns to establish revolving loan programs with interest rates up to 10% to finance renewable energy and energy efficiency improvements for residential and commercial properties.

Requires the state energy office to contract with workforce organizations for training in energy audits, energy efficiency services, and job placement, with preference given to women, minorities, low-income individuals, and those with employment barriers.

Establishes a green jobs advisory council with representatives from state departments and six public members to oversee implementation and report annually to the legislature on program outcomes, energy savings, and workforce training metrics.
