Establishes that city and town police officers have primary law enforcement responsibility within their jurisdiction and prohibits them from engaging in law enforcement activities outside their jurisdiction without notifying and receiving approval from the appropriate law enforcement agency in the other jurisdiction.

Establishes that county sheriffs have primary law enforcement responsibility in unincorporated county areas and in cities or towns that have contracted with the sheriff's department for law enforcement services.

Requires sheriffs to notify and receive approval from the appropriate law enforcement agency before engaging in law enforcement activities outside unincorporated county areas or contracted city/town jurisdictions.
