Removes the restriction that sex education requirements apply only to school districts with existing curricula, making comprehensive sex education requirements applicable to all school districts.

Requires all school districts to provide medically accurate and comprehensive sex education beginning in kindergarten through grade twelve, covering human development, relationships, decision-making, abstinence, contraception, and disease prevention.

Mandates instruction on laws relating to sexual conduct with a minor for pupils in grades seven through twelve.

Eliminates previous statutory language prohibiting instruction that "promotes a homosexual life-style" or portrays homosexuality as a positive alternative life-style.

Maintains parental opt-out rights, allowing parents to request that their child be excused from sex education and sexually transmitted infection instruction, with school districts required to notify all parents of this option.
