Amends Arizona Revised Statutes Section 34-451 to establish energy conservation standards for all new state capital projects, school districts, community colleges, and universities consistent with American Society of Heating, Refrigerating and Air Conditioning Engineers standards and the International Energy Conservation Code.

Requires the Department of Administration, Arizona Board of Regents, and Department of Transportation to reduce energy use in their building systems by 10% per square foot by July 1, 2008, 15% by July 1, 2011, and 30% by July 1, 2020, using the 2001-2002 fiscal year as the baseline.

Directs the Department of Commerce energy office to provide technical assistance to state agencies and annually measure compliance with energy reduction goals, reporting results to the legislature with explanations for any failures to achieve reductions.

Mandates all state agencies, universities, school districts, and community college districts to purchase at least 10% of their energy from green sources (solar, wind, landfill gas, or low impact hydroelectric) by July 1, 2012.

Requires all new or leased state buildings to comply with the Leadership in Energy and Environmental Design (LEED) green building rating system, with the Department of Commerce monitoring system changes.
