Amends section 13-603 to require sentencing a person for the next higher class of felony or misdemeanor offense if committed while incarcerated to further, promote or assist a criminal street gang or security threat group, except for class 2 felonies.

Creates a rebuttable presumption that an incarcerated person committed an offense to further a security threat group if the person has been previously validated as a member by the state department of corrections.

Establishes new registration requirements under section 13-709.05 for persons convicted of offenses while incarcerated if validated as security threat group members, requiring registration with the state department of corrections.

Creates article 9 of title 41, chapter 11 establishing security threat group registration procedures, requiring registered persons to provide residence, address, and other information to the state department of corrections and sheriff within specified timeframes.

Makes failure to comply with security threat group registration requirements a class 4 felony and allows courts to terminate registration after ten years if the person has not engaged in criminal activity or associated with gang members.
