Amends Arizona Revised Statutes sections 41-4271, 41-4272, and 41-4273 regarding critical infrastructure protection for fuel facilities.

Defines "fuel facility" as commercial aviation fuel, petroleum, or natural gas bulk storage and transmission facilities or terminals in Arizona with 2.5 million or more barrels of storage capacity, excluding those located on commercial airport premises.

Requires fuel facility owners to annually update the automated critical asset management system (maintained by the U.S. Department of Homeland Security and Arizona Counterterrorism Center) regarding security measures by October 1 each year.

Authorizes the director of the department to conduct physical inspections of fuel facilities and review security-related audits and reports, with operators maintaining exclusive custody and control of such documents.

Changes confidentiality protections for director reports from individualized confidentiality protocols to disclosure guidelines prescribed in sections 41-1803, 41-1804, and 41-1805, with reports to be reviewed every five years.
