Amends sections 42-17103 and 42-17104 of Arizona Revised Statutes regarding county, city, and town budget proceedings.

Requires governing bodies to publish estimates of revenues and expenses (or a summary) and notice of public hearing, with the summary showing total estimated revenues and expenditures by fund type, truth in taxation calculations, and property tax levies for all districts.

Mandates that complete budget estimates be made available at libraries and administrative offices and posted on official websites.

Requires published notices to include library addresses and websites where complete budget copies may be found, published once weekly for at least two consecutive weeks.

Allows governing bodies to combine budget hearing notices with truth in taxation notices and hearings when required under section 42-17107.
