Prohibits the state and political subdivisions from requiring public power entities or public service corporations to purchase or provide a specific percentage or amount of energy from renewable sources.

Establishes the right of retail utility customers to choose whether to receive and pay for energy generated from renewable energy sources.

Reserves exclusive power to the state legislature to set statewide renewable energy policy, with exceptions for delegated authority and utility rate setting.

Defines renewable energy to include solar, wind, biomass, geothermal, nuclear, agricultural waste, landfill gas, and hydroelectric power.

Allows political subdivisions to adopt local renewable energy policies only if they do not conflict with statewide legislative policy.
