Increases the Public Safety Personnel Retirement System (PSPRS) fund manager from five to seven members.

Changes the term of office for fund manager members from three years to five years, expiring on the third Monday in January.

Adds one additional elected member from a local board to represent employees and one additional public member to the fund manager board.

Designates that the new public member's term expires on the third Monday in January, 2013, and the new elected member's term expires on the third Monday in January, 2016.

Declares the act an emergency measure operative immediately upon passage.
