Amends the definition of "normal retirement date" in Arizona Revised Statutes Section 38-711 to establish different retirement eligibility criteria based on membership commencement date.

For members whose membership commenced before July 1, 2011, normal retirement date remains when the sum of age and years of total credited service equals 80.

For members whose membership commenced on or after July 1, 2011, normal retirement date is when the sum of age and years of total credited service equals 85.

Maintains existing early retirement eligibility (age 50 with 5 years of service) and late retirement provisions for all members.
