Increases minimum fine for illegal dumping on private or public property from unspecified to $1,800 in both cities/towns (Section 9-499) and counties (Section 11-268), with 50% of fines deposited into general funds for illegal dumping cleanup.

Requires persons ordered to remove illegally dumped rubbish, trash, filth or debris to provide receipts from disposal facilities or other documentation proving lawful disposal (Section 9-499 and Section 11-268).

Makes dumping on property larger than 40 acres a special case where the dumper retains ownership of the material until it is lawfully disposed of (Section 9-499).

Creates graduated penalty structure for criminal littering under Section 13-1603, establishing class 6 felony for knowing violations exceeding 300 pounds or 100 cubic feet or done for commercial purpose; class 1 misdemeanor for 100-300 pounds or 35-100 cubic feet; and class 2 misdemeanor for smaller amounts.

Establishes minimum $2,500 fine for violations of criminal littering statutes with no waiver or suspension allowed, with 50% of fines going to county general funds for illegal dumping cleanup.
