Adds a new subsection allowing the duty to bury a deceased service member to devolve to a person authorized by the decedent on a Department of Defense DD Form 93 (record of emergency data), giving service members control over funeral arrangements.

Shifts subsection references throughout the statute to accommodate the new service member provision, renumbering former subsections H through K to become I through L.

Clarifies that when a person charged with a decedent's death has charges dismissed or resolved in their favor, they are responsible only for actual burial costs rather than double the expenses.

Maintains existing priority order for burial duties (spouse, power of attorney holder, parents, adult children, etc.) while establishing that service member designations take precedence under the new provision.
