Establishes the emergency medical services council chaired by the medical director of emergency medical services.

Council membership includes the director of the department of public safety, the governor's highway safety coordinator, and 28 appointed members serving three-year terms representing EMS coordinating systems, emergency medicine physicians, nurses, EMTs, ambulance services, hospitals, fire districts, trauma surgeons, training programs, volunteer rescue programs, and six public members.

Public members are eligible to receive compensation pursuant to section 38-611.

The section is repealed effective January 1, 2020.

Initial council member terms are staggered with nine members serving until January 1, 2012, nine until January 1, 2013, and ten until January 1, 2014.
