Requires each school district and charter school to provide a minimum of 30 total minutes of recess daily for students in kindergarten through grade 5, effective in the 2010-2011 school year.

Recess must be provided in increments of 10, 15, or 30 minutes per day and consist of structured physical activity conducted either outside or inside the classroom.

Allows physical education classes to count toward satisfying the daily recess requirement.

Excludes unstructured recess time that occurs immediately after lunch periods from counting toward the 30-minute minimum requirement.
