Amends Arizona Revised Statutes section 28-6706 to expand eligibility for designating roads as primitive roads.

Allows boards of supervisors or city/town governing bodies to designate roads opened after June 13, 1975 as primitive roads if the road was accepted for maintenance before June 13, 1985 and was not constructed to county standards.

Maintains existing liability protections for counties, cities, and towns from damages or injuries on primitive roads except for intentional injuries or gross negligence by employees.

Requires counties, cities, and towns to place warning signs on primitive roads stating "Primitive road, caution, use at your own risk. This surface is not regularly maintained."

Prohibits designation of state or county highways as primitive roads.
