Establishes Arizona's Revised Uniform Arbitration Act (Chapter 21 of Title 12) effective January 1, 2011, governing agreements to arbitrate made on or after that date.

Exempts arbitration agreements involving employer-employee disputes, insurance contracts, national banking associations, and self-regulatory securities organizations from the new law; these remain governed by the existing arbitration statute (Chapter 9, Article 1).

Creates comprehensive procedural framework for arbitration proceedings including provisions for arbitrator appointment, disclosure requirements, discovery rules, subpoena enforcement, award confirmation, and grounds for vacating or modifying awards.

Specifies that parties may generally waive or modify arbitration provisions except for certain nonwaivable requirements including notice of initiation, representation by lawyer, appeal rights, and provisions governing arbitrator disclosure and immunity.

Amends Section 10-1806 to reference the new arbitration chapter and Section 41-2615 to clarify that arbitration procedures under Chapter 21 provide the exclusive remedy for procurement-related claims against the state.
