Increases the property damage threshold requiring a full written accident report from $1,000 to $2,500.

Requires law enforcement to complete written accident reports within 24 hours for accidents involving bodily injury, death, property damage exceeding $2,500, or citation issuance.

Requires a partial written report for accidents with property damage of $1,000 or less (without citation, injury, or death) including accident time/date, location, party information, and narrative description.

Prohibits public access to accident reports for commercial solicitation purposes while allowing access to involved parties, insurers, attorneys, and private investigators with legitimate claims or legal purposes.

Requires law enforcement agencies to forward copies of accident reports to the department of transportation and maintain electronic copies if original reports are not retained.
