Amends Arizona Revised Statutes section 13-1602 to modify criminal damage classifications and penalties.

Adds two new forms of criminal damage: parking vehicles to deprive livestock of water access, and drawing/inscribing messages or symbols on public or private property without owner permission.

Removes the class 1 misdemeanor penalty for damaging property between $250-$1,000 and establishes all remaining cases as class 1 misdemeanors instead of class 2 misdemeanors.

Maintains existing felony classifications: class 4 felony for $10,000+ damage to property or $5,000+ utility damage, class 5 felony for $2,000-$10,000 damage, and class 6 felony for $1,000-$2,000 damage.
