Amends sections 5-839 and 48-4234 of Arizona Revised Statutes to add an exemption for car rental surcharges applied to vehicles used in employee vanpool arrangements.

Exempts vanpools with 7-14 passengers (including driver) from car rental surcharges when the driver commutes between residence and employment on a prearranged schedule with no compensation except free transportation and limited personal use (not more than 20% of mileage).

Requires that vanpool drivers operate vehicles voluntarily and not as a work requirement, and ensures personal use does not exceed 20% of mileage or involve transporting fewer than half the vehicle's seating capacity.

Maintains existing exemptions for vehicles provided at no charge by dealerships, repair facilities, or insurance companies for loaner purposes during vehicle repairs or servicing.

Applies the vanpool exemption to both the general car rental surcharge under section 5-839 and the major league spring training car rental surcharge under section 48-4234.
