Amends probation assessment from a "probation surcharge" to an "assessment" of $20 imposed on criminal convictions and civil traffic violations, with monies deposited in the judicial collection enhancement fund for probation department support.

Modifies section 13-901 regarding probation by clarifying that probation fees are not subject to surcharges and applies the amended language retroactively to July 13, 2009.

Updates section 13-902 to require global positioning system or electronic monitoring for persons convicted on or after November 1, 2006 of dangerous crimes against children who are classified as level three offenders and placed on probation.

Adjusts marijuana offense penalties under section 13-3405 by changing language from "four pounds or more" to "more than four pounds" for certain production and transportation violations.

Repeals the prior version of section 13-901 amended by the 2009 first regular session to resolve conflicting enactments regarding probation provisions.
