Adds new sentencing provision for DUI-related homicides requiring minimum 5-year enhancement above the presumptive sentence when alcohol concentration is 0.20 or higher at time of offense, with no eligibility for suspension, commutation, or release until sentence is served.

Expands manslaughter statute to include causing a fatal accident while driving a motor vehicle in violation of sections 28-1381, 28-1382, or 28-1383 (DUI-related driving laws).

Defines "alcohol concentration" as having the same meaning prescribed in section 28-101.

Classifies manslaughter as a class 2 felony.
