Amends Arizona Revised Statutes section 9-511.01 regarding municipal water and wastewater rate procedures and requirements.

Adds new provisions requiring municipalities to allow only the contracted service recipient (not other occupants or owners) to be required to pay unpaid water and wastewater charges for residential properties of four or fewer units.

Prohibits municipalities from refusing water and wastewater service to anyone other than the person who contracted for the service when charges remain unpaid on residential properties of four or fewer units.

Maintains existing requirements that rate increases be just and reasonable, with 30-day advance notice, public hearing, and written supporting documentation.
