Amends Arizona Revised Statutes Section 34-451 to establish energy conservation standards for new public building construction, including schools, community colleges, and universities, consistent with American Society of Heating, Refrigerating and Air Conditioning Engineers standards and the International Energy Conservation Code.

Requires the Department of Commerce to adopt and publish energy conservation standards allowing for design flexibility while achieving energy conservation goals.

Mandates three state agencies (Department of Administration, Arizona Board of Regents, and Department of Transportation) reduce energy use in their building systems by 10% per square foot by July 1, 2008, 15% by July 1, 2011, and 20% by July 1, 2016, using July 1, 2001 through June 30, 2002 as the baseline year.

Requires the Department of Commerce energy office to provide technical assistance to the three designated agencies and submit annual compliance reports to the Legislature by July 1 each year, including explanations for any failures to achieve energy reduction targets.

Obligates all state agencies to procure energy-efficient products certified by the U.S. Department of Energy or Environmental Protection Agency as ENERGY STAR or through the Federal Energy Management Program, unless determined not to be cost-effective on a life cycle cost basis.
