Changes the requirement for appointed mental health experts in competency proceedings from "at least one psychiatrist" to permitting courts to order one psychiatrist on their own motion or upon motion of any party.

Applies changes to both juvenile competency proceedings under section 8-291.02 and criminal defendant competency proceedings under section 13-4505.

Allows the state and the juvenile or defendant, with court approval, to stipulate to the appointment of only one mental health expert instead of two or more.

Maintains provisions requiring counties to pay examination costs for juveniles and indigent defendants, or cities to pay when cases are referred by municipal court judges.

Preserves immunity protections for appointed mental health experts and clinical liaisons, except for intentional, wanton, or grossly negligent acts.
