Allows motorcycle operators in counties with populations exceeding 2 million to overtake and pass vehicles in the same lane while driving through stopped traffic.

Permits motorcycle operators in counties with populations exceeding 2 million to operate between lanes of traffic or between adjacent rows of vehicles while driving through stopped traffic.

Effective date is December 31, 2010.

Section 1 is repealed effective December 31, 2011, making the motorcycle operation provisions temporary.
