Amends Section 12-820 of the Arizona Revised Statutes to expand the definition of "employee" in civil actions against public entities to include leased employees.

Defines "leased employee" as a person providing services to a public entity under a lease agreement who is not an independent contractor or temporary employee.

Renumbers subsequent definitions in the statute to accommodate the new "leased employee" definition, shifting definitions 3-7 to become definitions 4-8.

Maintains existing exemption for independent contractors from the definition of "employee" while explicitly adding leased employees to entities that can be held liable in civil actions.
