Adds Arizona Revised Statutes section 35-104 requiring the legislature to fully fund any state mandates imposed on cities and towns through appropriations or dedicated revenue sources.

Establishes that unfunded state mandates are not lawful requirements for cities and towns to implement, pay for, or enforce.

Excludes criminal laws and laws affecting all persons as a general class (including cities and towns as members) from the funding requirement.

Defines "state mandate" as any law, administrative procedure, rule, or action establishing a new program, increased service level, or additional personnel costs.

Excludes mandates resulting from federal law requirements or final state or federal court orders from the funding requirement.
