Requires school governing boards to offer teaching contracts to certificated teachers with less than three consecutive years of employment between March 15 and May 15 of each year.

Requires notice of non-reemployment to be delivered by April 15 via personal delivery or registered/certified mail with postmark on or before April 15.

Requires preliminary written notice of inadequate classroom performance at least 90 days before non-reemployment notice, specifying the inadequacies to allow teachers opportunity to correct them.

Allows governing boards to delegate authority to employees to issue preliminary inadequacy notices without prior board approval, requiring only that issuance be reported to the board within five school days.

Clarifies that teachers with less than three consecutive years of employment who receive non-reemployment notice are not entitled to a hearing under section 15-539, subsection G.
