Allows school district governing boards to reduce salaries or eliminate certificated teachers for economy or administrative efficiency purposes.

Restricts salary reductions for teachers employed more than three consecutive school years to only general, district-wide salary reductions applied equitably among affected teachers.

Requires school districts to provide notice of general salary reductions to affected teachers no later than May 15 before the fiscal year in which reduction takes effect.

Grants dismissed teachers a preferred right of reappointment within three years if the district increases certificated teachers or reestablishes services, with reappointment based on original employment order.

Exempts salary reductions funded by classroom site funds under section 15-977 from these provisions.
