Amends Arizona Revised Statutes sections 15-187 and 15-502 to prohibit charter schools and school districts from adopting policies that provide employment retention priority for teachers based on tenure or seniority.

Maintains existing protections for teachers who transfer from school districts to charter schools, including preservation of certification, retirement benefits, and salary status.

Allows teachers who previously worked in a school district to receive employment preference if they reapply to that district within three years, provided a suitable position is available.

Affirms that charter schools sponsored by school district governing boards, the state board of education, or the state board for charter schools are eligible to participate in the Arizona state retirement system.
