Amends Arizona Revised Statutes section 13-3302 to allow booster clubs, civic clubs, and political organizations to conduct raffles under specified conditions.

Raffles by these clubs must limit annual proceeds to $10,000 maximum and restrict participation in management, sales, and operations to bona fide local members only.

Club members and officers are prohibited from receiving any direct or indirect financial benefit from the raffle other than equal participation rights as regular participants.

Clubs must be organized and operated exclusively for pleasure, recreation, or nonprofit purposes with no net earnings benefiting members, directors, officers, or agents.

Clarifies existing raffle exemptions for hospitals, medical research foundations, and historical societies while adding new authorization for club-based raffles.
