Amends Arizona Revised Statutes section 8-862 regarding permanency hearings for dependent children in out-of-home placement.

Requires child protective services to provide prospective adoptive placements with actual notice of permanency hearing dates and times at least 30 days before the hearing.

Allows prospective adoptive placements to file a motion to vacate a judicial order if notification requirements are not met.

Maintains existing timelines for permanency hearings: within 30 days for cases without reunification services, within 6 months for children under age 3, and within 12 months for all other cases.
