Moves the department's equalization order deadline from January 15 to February 15 of the valuation year.

Extends the deadline for county assessors to appeal equalization orders to the state board of equalization from February 15 to March 1 of the valuation year.

Changes the deadline for assessors to mail notice of property valuations from March 1 to March 15 of each year, with allowance for director extensions up to 15 additional days for pending equalization appeals.

Extends the deadline for assessors to rule on property valuation petitions from August 15 to September 15 of each year.
