Amends Arizona Revised Statutes section 16-543 to allow absent uniformed services voters and overseas voters to designate their preferred means of receiving voting materials (internet, fax, mail, or other electronic means).

Requires county recorders to transmit ballots using the voter's designated communication method and establishes a 45-day deadline for ballot transmission for all requests received on or before the 45th day before an election.

Authorizes the Secretary of State to establish a centralized system for receiving federal postcard applications via internet or fax and requires county recorders to accept completed early ballots by fax or other approved electronic formats.

Permits county recorders to issue early ballots to unregistered applicants in county elections if the federal postcard application is complete, or to forward registration affidavits along with ballots if the application is incomplete or not used.

Directs the Secretary of State to include emergency procedures in the instructions manual for early balloting that may be implemented during national or local emergencies, natural disasters, or military mobilization when full compliance with federal voting law becomes impracticable.
