Amends Arizona Revised Statutes Section 41-1202 regarding the process for filling vacancies in the state legislature.

Removes the requirement that nominated candidates and appointed individuals must reside in both the legislative district AND the county where the vacancy occurred, allowing them to reside only in the legislative district.

Maintains existing procedures where precinct committeemen from organized political parties with at least 30 members nominate three qualified electors within 21 days (or 5 days during regular legislative session), subject to approval by the county board of supervisors.

Preserves the alternative procedure for parties with fewer than 30 committeemen or independent candidates, where a citizens panel submits three nominees to the board of supervisors for appointment.

Clarifies that the "appropriate political party" is defined as the same party affiliation of the person who previously held the office before the vacancy occurred.
