Changes the article heading of title 41, chapter 7, article 13, Arizona Revised Statutes from "Joint Legislative Committee on Federal Mandates" to "Federal Mandates"

Prohibits the legislature from enacting any statute that appropriates state monies or complies with a federal mandate unless the federal mandate includes a report or document with constitutional arguments proving it is a valid federal government function and will survive court challenge

Requires the constitutional report or document to specifically address whether the federal mandate violates the sovereign rights of states guaranteed by the Tenth Amendment of the U.S. Constitution
