Amends section 38-610 to allow state, county, city, and town officers and employees leave of absence without loss of pay for training duty with the National Disaster Medical System under the U.S. Department of Health and Human Services.

Creates new section 38-610.02 establishing eligibility for additional leave of absence and continued salary compensation for state employees called to active duty with the National Disaster Medical System, minus any federal pay and allowances received during service.

Prohibits employees receiving compensation under the new section from accruing annual or sick leave during the period of active duty with the National Disaster Medical System.

Requires employees to provide proof of honorable service within 60 days after completing active duty, with the state authorized to recover any pay differential from employees failing to provide such proof.

Applies uniformed services employment and reemployment rights protections (38 U.S. Code chapter 43) to affected officers and employees, and directs the Department of Administration to establish procedures for compensation.
